Information Needed in Car Accident

Please be on the lookout for a white Chrysler Cirrus early to mid-2000s make. A car with this description may have caused damage to a car in Broadmoor, but the police do not have a license plate number. With the number, the owner can be found to take responsibility for the damage.

The accident occurred between 25 and 35 Berkshire, and the Chrysler has been seen in that area.

The car is in poor exterior condition with a lot of dents.

US residents may qualify for home repair funds

The University District Development Corporation (UDDC) is accepting requests from eligible homeowners in the University District interested in participating in the Federal Home Loan Bank of Dallas’ Special Needs Assistance Program (“SNAP”). SNAP funds provide up to $5,000 toward minor repair costs for homeowners age 55 or older or those having a documented disability and income of 80 percent or below the median income for the area. The median income for University District homeowners is $34,450 (1-person), $39,400 (2-people), $44,300 (family of three), $49,200 (family of four).

The Federal Home Loan Bank of Dallas’ region includes Arkansas, Louisiana, Mississippi, Texas, and New Mexico. During this round of funding each local member bank can receive up to $60,000 for rehabilitation grants, and the Dallas region has a total of $1,000,000 to award on a first-come, first-serve basis.

The UDDC partners with local member banks and makes funds available to homeowners in the University District. Homeowners receiving the grant must stay in their home for five years for the loan to be fully forgiven. This is the UDDC's third year to participate in SNAP and fourth year the FHLB has funded the program. Several University District homeowners benefited in previous years.

January 9 - Walkability Workshop and Audit

University District residents are encouraged to participate in a workshop and walk audit on Monday, January 9, with Dan Burden, the nation’s leading walkability expert, to discuss ways that the University District can advance active transportation and make streets safer for all modes of transportation – from walking and rolling to driving and riding.

The event will kick off at 12:45 p.m. with a workshop presentation at the Donaghey Student Center (Rooms A, B, C), followed by a walking audit, or walking workshop, of the District, where participants can experience first-hand conditions that impact walking and biking in that neighborhood. For residents who know the District well, this is a chance to view the area through a new lens, and to share the experience with others who are passionate about creating and maintaining a safe, walkable, and healthy community. Burden, executive director of the non-profit Walkable and Livable Communities Institute, will lead a debrief and make recommendations following the audit. The event will conclude by 5 p.m.

The workshop is made possible by the University District Partnership, the Arkansas Coalition for Obesity Prevention (ArCOP), and the Walkable and Livable Communities Institute. The workshop will highlight links between economic vitality, public health and transportation. “In many parts of the country, we have engineered activity out of our daily lives by building streets that accommodate only cars, not people,” Burden said. “Unfortunately, this has negatively affected the health and economic vitality of our communities. We can do better.”

“With obesity rates on the rise and the epidemic being most dramatic in the south, it is time to make a change,” said ArCOP Co-Chairman Joy Rockenbach. “Nine of the ten states with the highest adult obesity rates are southern states. Studies have shown that people are more likely to exercise if they can fit activity into their daily lives because time and schedule are the primary reasons most of us put off exercising.” This is one goal workshop: to make the healthy choice the easiest choice. Presently, 1 in 3 adults and 1 in 5 children in Arkansas are obese.

The Little Rock Research and Technology Park Authority had its first meeting on Wednesday, November 9. The seven-member authority is a partnership of the city, the University of Arkansas for Medical Sciences, the University of Arkansas at Little Rock and the Little Rock Regional Chamber of Commerce, all of which have representatives sitting on the board.

Their first item of business was to set a Public Briefing and monthly schedule and elected officers.

On Dec. 14, the board will hold a Public Briefing to lay out its purpose and plans. The location for the Public Briefing meetings will be announced later.

The board chose the second Wednesday of each month for its regular meeting date.

The board elected Dr. Mary Good as its chairman, Eddie Drilling as vice chairman, Jay Chesshir as secretary and Dickson Flake as treasurer. Good is the former dean of UALR's Donaghey College of Engineering and Information Technology. Drilling is president of the Arkansas division of AT&T. Chesshir is chief executive officer of the chamber of commerce. Flake is co-founder of Colliers International Arkansas.

The two universities, along with the chamber and the city, formed the research park authority last year after prompting the state to pass legislation in 2007 allowing such partnerships. In addition to the sales-tax revenue, the city and two university partners have agreed to each provide $125,000 over three years as seed money.

When built, the research park will provide space for startup companies that will attempt to turn research.

CareLink honored Calvin and Pat Mitchell and Cleo Tucker, among other volunteers, at the Arkansas Aging Conference for their service in the Meals on Wheels program in the Broadmoor area. The Mitchells and Mr. Tucker have been involved in the program since it started in the area in 1996. Cooperating organizations include the Southwest Shepherd's Center, and St. Luke United and Western Hills Methodist Churches.

The group estimates that Broadmoor volunteers have delivered approximately 32,400 meals!

Senior Justice Workshop Nov. 22

The University District Partnership and the UALR Criminal Justice Department Senior Justice Center are co-sponsoring a Senior Justice Workshop on Tuesday, November 22 from 3:30 to 4:30 at the Bailey Alumni and Friends Center.

David Montague, Ph.D., UALR Associate Professor and Director of the Senior Justice Center will conduct the workshop and provide information on how to avoid becoming a victim of crime and what seniors can do if they become victims of crime.

The workshop is intended for seniors and their families and caretakers who reside in the University District. The workshop is open to all with an interest in Senior Justice and public safety in the University District.

1) You must have a Burn Permit from the Little Rock Fire
Department. You can get your Burn Permit at LRFD Main Fire Station, 624
S. Chester. The cost is $5.00 for an annual permit. (Good for one
year.)

2) You must call LRFD at 371-4829 each day you wish to
burn and get permission. (This allows LRFD to know who and where open
burns are.)

3) You can only burn yard waste like leaves, grass
clipping and small limb trimmings. No trash or building materials.

4) You must keep your open fire 50 feet from any structure
or any burn barrel 10 feet from any structure.

5) You can only burn from sunup to sundown.

6) You must have an adult supervision of the fire at all
times.

UALR Fitness Center Discounts for UD Residents

There have been some inquiries regarding memberships at UALR's Fitness Center. As a component of the Growing Healthy Communities grant (which allowed for free memberships for one year if you attended a fitness fair) the second year of the grant provided for discounted memberships for University District residents. I have spoken to the grant administrators regarding folks who were not able to attend the fitness fair and new folks to the district and UALR has agreed to begin providing membership discounts beginning now instead of next September.

If you are interested in joining, University District residents can now start their UALR Donaghey Student Fitness Center membership at the reduced rate of $20/month family or $12/month individual. In order to join, you will need a Photo ID which has a University District address on it OR a photo ID and a current Utility bill with your billing address on it.

Little Rock Voters Approve Sales Tax

Little Rock City Tax Increase Approved

The city-wide special election to increase our sales tax by 1 cent passed: 5/8 of the 1-cent sales tax will go towards city operations and 3/8 of the 1-cent sales tax will go to capital projects. The new sales tax will begin to be collected in 3 months.

With the increased funding for the city's operation, city officials promise to add more policemen, firemen and code officers. Many public works projects were promised to help restore/repair the city's infrastructure, streets, potholes, parks, drainage and more. The Mayor, City Director and the City Manager all promised to have meetings by Wards to prioritize the projects in each Ward.

The Capital Projects planned include a high-tech research park in the 12th Street corridor and/or University District south of I-630, expansion of the River Port industrial park, and establishment of an economic development fund to attract new business to our city.

What does this mean for the Broadmoor Neighborhood?

The Broadmoor Property Owner’s Association needs to make our needs and wishes known clearly to our city government. The BPOA needs to have a large number of members at every city meeting that relates to spending these new tax dollars. Your neighborhood should have representation on the board that makes decisions for the high-tech research park, since it will be in our neighborhood or adjoining it.

What can you do?

Look around your area of the neighborhood and make notes of what is needed. Email the items that you know need to be corrected to mayor@littlerock.org, board@littlerock.org, and citymanager@littlerock.org.

Post these same things to your Facebook page and all your social media connections. This way we have a complete list of items for which to hold the city accountable. Call the Mayor, City Board of Directors and City Manager at 371-4510 and tell them what is needed to improve our area.

Every member needs to email the Mayor (mayor@littlerock.org), City Board of Directors (board@littlerock.org) and City Manager (citymanager@littlerock.org) and tell them that our neighborhood needs to have a representative on the high-tech research park governing body. Don't accept that the appointments have already been done, ask why we were not included. Call the Mayor, City Board of Directors and City Manager (371-4510) and demand that we have a voice in the high-tech research park.

Attend YOUR neighborhood association's meetings, go to City meetings, send those emails, make that phone call! Together we can raise our voices and take charge of our area of the city and insure that we benefit from the funds raised by the increased sales tax!

The Healthy Communities Project Grant will allow University District residents to get free memberships to the UALR Donaghey Fitness Center.

To qualify you must live in the University District (everyone who lives in Broadmoor qualifies) and attend the upcoming Healthy Communities Project Health Fair, you can receive a FREE membership to the Donaghey Fitness Center at UALR. All of the facilities at the Donaghey Fitness Center will be available; aerobics classes, pool, lockers, exercise machines, treadmills, indoor track, racquetball courts and more.

Free one (1) year membership to the Donaghey Fitness Center at UALR.
Healthy Communities Project Health Fair will be September 15, 16 & 17.
The Health Fair will be the ONLY dates that a UD resident will be able to sign-up for using the Donaghey Fitness Center.
Failure to attend the Health Fair results in that resident NOT being allowed to use the Donaghey Fitness Center under this program.
The Health Fair will have typical health fair activities; blood pressure taking, body fat index taken, nurses, etc.
Residents will be expected to participate in the Health Fair, but not taking part in a health assessment can be waived on a case by case basis and the resident will/may still be able to sign-up for the Donaghey Fitness Center.

What is the “Research Park” you may be hearing about?

In recent news, the potential benefit of a research park to our neighborhood has been criticized. What is it, and how will it be good for Broadmoor? Here are some answers.

As you may be aware, volunteers from Broadmoor, other neighborhoods in the University of Arkansas at Little Rock (UALR) area, and interested citizens of Little Rock, have worked for the past decade on strategic plans to enhance the quality of life around the UALR campus. This has been done through the University District Partnership.

One of the highlights of the plan is the construction of a research park to bring high-technology activity and jobs to the area. Here is how a 2007 report describes one potential site for the project:

14 University Research and Office Park

Figure 4-5 depicts the future redevelopment of the Broadmoor Shopping Center as a University Research and Office Park. Ideally located directly across University Avenue from UALR science buildings, including the new Computer Information Sciences (CIS) facility, this is considered an ideal location for technology firms, research, and related office space. Depicted in the diagram in Fig. 4-5 are two, three-story office structures totaling approximately 200,000 square feet, along with a 5 level 900 space parking structure. To expand and improve the efficiency of this development site the Lakeshore Drive connection to University Avenue should be closed and diverted to W. 32nd Street, allowing a consolidation with the triangular property at the northwest corner of the W. 32nd Street / University Avenue intersection.

Bringing high-technology activity and jobs to the University District is a priority for our efforts.

The Arkansas General Assembly passed a law allowing for the creation of an entity to handle financing, construction, and operation of a research park. This legislation was a result of hard work of University District effort participants.

Since 2007, other potential sites for the park have been explored, so it probably will not be placed at the site outlined in that year’s strategic planning documents. The plan now is to place the park more central to the University of Arkansas for Medical Sciences, UALR, and other institutions in and near the University District. However, the park would remain within the District’s boundaries and would greatly benefit our efforts to improve the area.

Other University District efforts take the park into account. Based on the revolutionary Harlem Children’s Zone, the University District has also initiated the Promise Neighborhood Program. The research park fits into this effort to encourage children and parents in the District to succeed in their educational efforts. See page 5 of this document on the Promise Neighborhood for information on how the research park will benefit Broadmoor and the surrounding University District.

When thinking about the potential to finance a Research Park in the University District, please consider the history and purpose of the park and the benefits to you as a resident of the District when you hear the arguments of those who are always against change and who are no-shows in the quiet, day-to-day volunteer work that leads to positive activity in our city.

Promise Neighborhood Forums

Last night 40 persons participated in a Promise Forum, discussing conditions that influence the growth and development of children and youth in the Promise Neighborhood area. They articulated a vision for providing children and youth safe, healthy and happy neighborhood conditions to support their development from "Cradle to Career".

Another Promise Forum is scheduled for tomorrow, Saturday, July 23 from 8:30 AM to 12 Noon at the Bishop Leodies & Goldie Warren Community Development Center at 1200 Bishop Warren Drive (formerly 1200 Lewis Street). Please plan to attend and participate.

Be a part of Making the Promise to neighborhood children and youth to ensure happy, healthy and productive childhoods and greater academic success from pre-school through college and career training. This effort aims to work with all children in the community and will include schools, after-school programs, community-based services to families and improved neighborhood conditions such as health and safety.

Northwest Patrol Division Public Meeting Thursday

Join the officers who protect us this Thursday night at 6:30 p.m. Every quarter, our patrol division hosts interested citizens to update them on recent activity.

The police station is in the 10,000 block of Kanis Road near Baptist Hospital.

Treasurer’s Report

Karen reported that we have received $30,745 from the Pulaski County Treasurer. Julien Nieto was paid for maintenance at the pool. The remainder of the report reflects routine expenses. The CD matures on on Monday June 6, 2011. Karen proposed to renew it for one year.

Antje made a motion to accept the Treasurer’s Report as presented. Seconded by Cal. Approved by all present.

Pool Report

Pat reported that the pool has enrolled 50 members (33 Broadmoor residents and 17 outside the neighborhood) for $5,882. Two Day Care centers have asked to use the pool. Expenses to date include filters, paint, and pressure washer. The Arkansas Department of Health approved the pool opening. The Health Department Inspector did require additional patching of the pool deck before opening the pool. Engineer needed to assess drainage issues west of the pool.

No action proposed.

Neighborhood Watch

Rhiannon reported a suspicious car in the neighborhood; she described it as an older white Dodge Dynasty. Call the police if you see this car. Edward reported that we have not had many burglaries in the first quarter of the year. There have been some arrests related to burglaries. However, a burglary was reported at 30 Broadmoor in the past week to 10 days. Email Edward if you see problems around the neighborhood. Call Children’s Services regarding the continuing concern of small children playing in the street.

Clubhouse, Park, Lake and Dam Issues

1) Tree Trimming: Karen said Matt Marshall will be in the Broadmoor on Monday, June 6, to trim trees in the park. He is offering a discount to Broadmoor residents for tree trimming to be done while he is in Broadmoor. Call Mr. Marshall to make arrangements for tree trimming/removal on your property.

2) Dam Issues: Edward had no report to give.

3) Security doing excellent job: Have increased the number of patrols.

4) Cable needed at street to block service entrance: Liz reported that cars are being parked in the service entrance to the park and people are climbing over the fence to fish in the lake. She proposed to install two metal posts and cable to prevent cars being parked in that location. Cost approximately $250.

Liz will make arrangements for the cable and posts.

5) Landscape Committee: Phyllis reported she had walked the park this afternoon with Issac Carroccio a graduate of the UA Fayetteville Landscaping Program. He has had two years experience working at Garvan Gardens in Hot Springs, but has recently left to open his own business. Phyllis and Kenny Roberts showed him the various locations in the park and discussed the Board’s wish to develop an overall plan for the area. Suggestions from the March 21, 2011 Annual Board meeting

Liz shared the following items as suggested by Broadmoor residents who attended the Annual Meeting.

-trim tree along shore of lake

-attempt to decrease the number of people who re running red lights and stop signs in and around Broadmoor. Perhaps install cameras.

-open clubhouse and/or build a gazebo to rent for weddings, other events.

-place map of Broadmoor streets on our website.

-repair backyard fence at #3 Broadmoor and charge the owner for the repair. Antje will call 311 regarding this continuing problem.

No action necessary at this time.

Treasurer’s Report

Karen commented on the amount of money in our CD and suggested we discuss use of these funds in our June meeting. She also commented on the small amount of money received to date from the Personal Property tax. She indicated this amount will increase significantly in the next couple of months. She commented on the continuing good work by Dylan Pilot, the report reflected payment for two months work by Dylan. The remainder of the report relates to routine expenses. Liz asked if there were questions or comments regarding the Treasurer’s report; none were made.

Rhiannon made a motion to accept the Treasurer’s Report as presented. Seconded by Antje. Approved by all present.

Pool Report

Pat reported the pool must be painted this year. The cover will need to be removed the last weekend in April and schedule the clean-up and painting the next weekend.

Opening day for the pool will be Memorial Day. Pat will notify Broadmoor residents of the date and time of the pool opening. Suggestion made to ask Dylan to help paint if he is needed.

Report accepted as presented.

Neighborhood Watch

Rhiannon will consider taking responsibility for the Neighborhood Watch Progarm following discussion with Edward.

1) Tree Trimming: Karen and Matt Marshall walked the park and identified dead trees, trees interfering with electrical wires, broken branches, etc. Mr. Marshall made a bid of $2,000 to do the work identified and discussed with Karen.

2) Bid for repair of pool deck: Liz reported she has received a bid of $24,004 from Mark Smith, Contractor. He stipulated that he is not responsible for damage to plumbing or electrical conduits in the deck. Josh commented that he thought this bid was excessive and asked if he could search for lower bids. Liz said the work would be scheduled for September after the pool closes. She commented on the possibility of getting a line of credit and use part of the tax money coming in this year to pay for this long needed repair.

3) Grant to the pool: Antje suggested a grant of $1,500 to pool as we have done in past years and $100 each to Pat and Cal and to provide free pool membership their efforts to manage the pool.

4) Liz commented on the need to replace the pressure washer used at the pool. Pat will shop for a Pressure Washer.

5) Josh asked about the possibility of building a boat dock somewhere on the lake that would facilitate the placing of boats on the lake. Suggestion made to look at a site behind #26 Lakeshore.

1) Karen made a motion to accept the bid of $2,000. Seconded by Antje. Approved by all present.

2) Tabled until Josh reports results of his investigation.

3) Antje proposed that the Board approve a $1,700 for this purpose. Seconded by India. Approved by all present.

4) Tabled until price of pressure washer reported to the Board.

5) Josh will get a bid for this project.

Quality of Life Committee Issues

1) Yard of the Month: Karen displayed a new sign to be used in the Yard of the Month contest. Rhiannon will help Keith in the selection and notification of the home owner for Yard of the Month. They will be asked to sign consent so that photos of the yard can be placed on the Broadmoor website.

2) Proposed changes to in clubhouse rental terms: Rental fees to Broadmoor home owners will remain at $25.00. Renters of a home in Broadmoor will be required to make a deposit of $100.00 in addition to the $25.00 rental fee. If the clubhouse is left clean and the clubhouse rules are followed the deposit will be refunded.

1) No action necessary.

2) Karen proposed we approve this change to renting the clubhouse. Seconded by Rhiannon. Approved by all present.

New, old, other business and announcements

1) Liz discussed a letter she wrote on behalf of the Broadmoor Property Owners Board to Tony Bozynski, Director , City of Little Rock Planning & Development Department regarding the revised request to allow the placement of a convenience store with gas pumps at the intersection of I-630 and Fair Park Boulevard. In the letter Liz states that the Broadmoor Property Owners Association supported the Fair Park Residents Association in its opposition to the application. She commented on the reasons for the opposition. See the attached letter for full details.

2) UDDC update: Liz said the committee meets next Thursday and she will report action from the meeting to the May Broadmoor POA Board.

3) Thank you gift for Edward: Liz said we will get the President’s plaque updated and suggested we make cash gift to Edward and Anne for their work with Broadmoor POA Board

4) Gift cards/certificates for the students and Dr. Payne who worked on the project to evaluate the quality of the Broadmoor Lake was discussed.

5) Fishing Derby: Liz talked with AG&F and they are not able to assist us due their regulations regarding lake vs. pond derbies. Suggestion made to invite the Broadmoor resident children and perhaps Fair Park children to a fishing derby in August. Have a Pot Luck picnic, hot dogs and burgers, prizes for the children.

6) Mr. Ken Oberste from the Maryton Park neighborhood was present to comment on code violations he identified in Broadmoor. He said he reported these to Joan Adcock, At Large Director of the City Council ,who was successful in sending a Code Team member out to address the problems.

1) Karen proposed that we support the proposed changes. Seconded by Rhiannon. Approved by all present.

2) No action necessary.

3) Karen proposed a check for $100.00. Seconded by Antje. Approved by all present.

4) Antje proposed to give Dr. Payne a check for $100.00 so he could take the students out to dinner. Seconded by Karen. Approved by all present.

More Tangible Results from University District Partnership!

You may notice signs in a several yards around Broadmoor with the University District Development Corporation (UDDC) logo.

Very soon, you will see work being done at those homes, such as roof replacement. This is all part of an effort called "SNAP" financed through member banks by the Federal Home Loan Bank Board. Leg work for the program is being done by UALR staff who work with the University District Development Corporation (UDDC), a not-for-profit organization working toward housing and economic development goals identified in the University District Revitalization Plan and University Strategic Plan.

Governed by a 15 member board of directors made up of local residents, financial institutions, faith-based organizations, real estate professionals, small business owners and UALR personnel, the UDDC is taking a lead role in the development or redevelopment of housing for first-time home buyers in the University District.

Two members of the Broadmoor Neighborhood board serve on the UDDC board.

The UDDC will meet every second Thursday of the month at 12 noon in the Bailey Center, unless otherwise noted.

Park Security Program

Residents of Broadmoor know how quiet and peaceful our area is. They also appreciate our 10-acre lake and similarly sized park nestled in the center of the neighborhood in the heart of Little Rock. Fishing, boating, and walking are popular activities around the lake, and our park is a great place to picnic and just enjoy a quiet afternoon.

To ensure tranquility in the park, we engage a professional security service to patrol the park and lake area spring through fall each year. You may encounter a uniformed security guard making random rounds in Broadmoor Park.

Expect the guard to strike up a conversation. In addition to deterring would-be mischief-makers by being seen, they will be checking to make sure those using the park, especially fishermen, are Broadmoor residents or are accompanied by someone who calls Broadmoor home.

If out-of-neighborhood fishermen are found or suspected, we will notify the Arkansas Game and Fish Commission Wildlife Officers, who have the authority to issue tickets for trespassing.

If you see or hear of any problems in the park, please contact a board member using the contact information at www.broadmoorlr.com.

The Ranch Style house has been around for a long time -- long enough to become an icon of mid-twentieth century culture. Returning soldiers, fresh back from the conflict in Europe and Asia at the end of World War II, set up house for the first time in new developments that featured the affordable and flexible style. More than a few kids in the Baby Boom generation learned to ride bikes and waited for schoolbuses on countless streets marked by their sameness -- detractors of the style in those early days complained about the "rubber stamp" quality of the new developments -- but over time, as the kids grew, the landscaping and trees did, too, and eventual additions and remodeling projects added the marks of individuality.

Whole populations grew and drifted; racial and demographic boundaries changed, and changed again, but the Ranch remained, and still does remain, a popular choice among builders and buyers, for the same reasons today as when the style was new: it's comfortable, flexible, affordable; and, for some of us, it's fun. Fish Stocking in Broadmoor Lake

Broadmoor resident and fisherman Keith Gillen led a recent effort to have Broadmoor Lake stocked with bream. Below are some photos of the fish being put in the lake over the past weekend.

The fish are large enough not to be eaten by the fish already in the lake. We hope they have a lot of little fish babies, too.

When you visit Broadmoor Lake, you'll see some other recent improvements. The fence along the dam has been replaced, and we have done some recent maintenance on the park equipment. More improvements to come!

Where is the garbage truck?

Solid Waste Collections will be suspending all services except garbage collections from today through Sunday, February 13, 2011.

Crews are resuming garbage service today beginning with Wednesday routes. Any streets too icy for safe driving conditions will be skipped at this time, but they will be noted by staff and attempts will be made to return later when conditions improve on Saturday or Sunday.

Crews will move onto Thursday and then Friday routes as they are completed. Public Works asks that residents leave their carts out if garbage is normally picked up Wednesday through Friday, since staff cannot predict exactly when each day's routes will be completed. Staff plans on working Saturday (and Sunday if necessary) to complete all garbage routes.

Special Needs Assistance Program Accepting Applicants

The University District Development Corporation (UDDC) is accepting requests from eligible homeowners in the University District interested in participating in the Federal Home Loan Bank of Dallas’ Special Needs Assistance Program (“SNAP”). SNAP funds provide up to $5,000 toward minor repair costs for homeowners age 55 or older or those having a documented disability and income of 80 percent or below the median income for the area. The median income for University District homeowners is $33,150 (1-person), $37,850 (2-people), $42,600 (family of three), $47,300 (family of four).

The Federal Home Loan Bank of Dallas’ region includes Arkansas, Louisiana, Mississippi, Texas, and New Mexico. During this round of funding each local member bank can receive up to $45,000 for rehabilitation grants, and the Dallas region has a total of $750,000 to award on a first-come, first-serve basis.

The UDDC partners with local member banks and makes funds available to homeowners in the University District. Homeowners receiving the grant must stay in their home for five years for the loan to be fully forgiven. This is the UDDC's second year to participate in SNAP and third year the FHLB has funded the program. Several University District homeowners benefited last year.

Broadmoor Christmas Decoration Contest Winners

Our traditional Broadmoor Christmas Decoration Contest is showing real results in the neighborhood. During the 2010 season we had more houses decorated than ever before.

A group of enthusiastic volunteers made the rounds the week before Christmas for the very difficult task of deciding the best of all the nicely decorated homes.

UALR Radio "Broadcasting from the University District"

One of the often-heard suggestions in the University of Arkansas at Little Rock (UALR) University District planning and steering process has been that we "brand" the area surrounding the campus. One method mentioned is having the UALR radio stations, KLRE (90.5 FM) and KUAR (89.1 FM), announce that they are broadcasting from the University District.

If you have been listening to either station lately, you will have noticed that they both mention the University District! The classical music station, KLRE, began some time ago, and the news and music station, KUAR, started using the tagline in the past few weeks.

Broadmoor is excited about the University District effort, and we thank all our partners, especially UALR, in the effort.

Karen pointed out credits of $8,056.24 in Property taxes and $100.00 in Clubhouse rentals in November. No significant change in utilities costs. Other routine debits were Quality Security and Lawnpros. Dylan Pilot is working out very well as Maintenance person and was paid his first check.

Motion made by India to accept the Treasurer’s Report as presented; seconded by Liz. All present approved.

Pool Report

Cal reported that Nick has been pumping rain water off of the pool cover. Cal also noted a large collection of leaves in and around the pool.

Karen will ask LawnPro to sweep the leaves out of both the pool and around the pool.

Publicity Committee	Liz reported that the Fall Newsletter has been delayed due to Anna’s PC crashing, but it will go out in the next six days.
Neighborhood Watch	Steve reported that it’s been quiet around the neighborhood. He is meeting with the Criminal Law Department at UALR. Other neighborhood representatives are also attending. The mission is to improve communication with other neighborhoods, UALR and Little Rock police departments to decrease crime.	No action necessary
Clubhouse, Park, Lake and Dam Issues	1) New Maintenance person hired: Dylan Pilot was hired to replace Paul Burchman, who had too many other jobs preventing him from getting the work done in the Broadmoor park. Dylan has proved to be dependable; he has cleaned trash off the lake and the along the shorelines. Also trimmed growth in the ditch and picked up the trash. 2) LawnPros: Still need them to sweep leaves out of the flower beds. Request made that they also sweep the sidewalks, especially to remove acorns and nuts to prevent falls. 3) Karen reported that the Heating system has been serviced and is operating well. 4) Repair of erosion of wall around rain drainage pipe. Liz reported that $3,100.00 was approved at a special Called Meeting on Monday, November 29, for the purpose of making this repair. It was urgent to approve the funds while the lake is still down. Work is scheduled to start next week. Question asked about bids from this company to make repairs to the pool deck, sidewalks in the park and steps around the edge of the lake behind Mrs. Wilson’s house. 5) Dam Fence Replacement: Karen said Ingle Fence Company may be able to start next week on replacing the fence on top of the dam. 6) Cleaning the Clubhouse: India and Karen will take care of the housekeeping in the Clubhouse. 7) Fallen Tree at #3 Broadmoor: This problem has been called in to 311, but no action has been taken. Also, there are large dogs in the back yard that bark when residents walk past the fence and they appear capable of jumping the fence 8) Speed Bumps for Glenmere Drive: Resident of Glenmere complained about speeding and asked if speed bumps could be financed by Broadmoor residents.	1) No action necessary. 2) Karen will call LawnPros to pick up fallen limbs and sweep leaves off the sidewalks and out of the flower beds. 3) No action necessary. 4) Liz will ask for estimates for all of these projects. 5) No action necessary. 6). No action necessary 7) Karen will contact 311 and ask about the status of the fallen tree problem. She will check with Animal Control and discuss the presence of these large dogs. 8) Tabled until discussed with Edward.
Quality of life issues	1) Christmas Lights: Judging of Christmas light decorations will be Tuesday, 12/21. Volunteers for judging are: Rhiannon, Karen, Liz, and Antje. If you are interested in volunteering as a judge you should contact Karen or Liz. Criteria for awarding prizes as follows: a. First prize limited to once in 3 years. b. Judges are not eligible for a prize c. Ask permission of winners to post pictures of their name and decorations on the Broadmoor web site. 2) Steve spoke about the possibility of renting the Clubhouse on Sunday mornings for church service. 3) Willie Cockrell Memorial Clock: The clock is missing from the Clubhouse and may have been removed from the building during renovation.	1) Next year consider a method to have a light display around the lake. 2) Approved by all present. 3) Phyllis will send email to Broadmoor Neighborhood email list inquiring about the clock..

New Code Enforcement Regulations

The City's Neighborhood and Housing Code Enforcement regulations have changed.

A Code Enforcement LIFE-SAFETY Violation now must be corrected within 7 days. Failure to do so will result in a Court Summons. The old timeline was 30 days.

A Code Enforcement Non-Life-Safety Violation now must be corrected within 3o days. Failure to do so will result in a Court Summons. The old timeline was 60 days.

These changes will speed up repairs on Housing Violations or get them into court faster

If you see an empty rental house, call 311 and ask that it be inspected. This will help the new tenants and your property's value.

If you see and or suspect a Housing Code Violation call 311.

Take an active role in making Broadmoor better – report all violations!

Police Tips for the Holidays

Little Rock Police tips for times when you leave home during the holidays:

-Make sure that all windows and doors are secured and locked.
-Leave a light and radio on.

If you are traveling out of town:

Call the Police non-emergency number, 371-4829 or 4830. To make a report over the phone 501-371-4617. and ask for a "vacation home report." The police will patrol your home on every shift.
Tell your neighbors when you are leaving and expect to be home.
Stop your mail and newspaper or have a neighbor collect them daily.

In your car:

Park in a well lighted area.
Do not leave valuables in sight.
Have your keys ready as you approach your car.
Ask for an escort from the store if you have a number of packages or feel unsafe.

Lookout for your neighbors:

Talk to them and understand their coming and going.
Be watchful for unknown vehicles at their home.
Report ALL suspicious behavior by calling 911, every time you see it.

When driving:

Lock your car doors.
Be mindful of the weather, watch for ice.

Tree Streets Plants Street Trees Downtown

This Saturday morning, Tree Streets will continue its 2010-2011 tree planting project along historic Louisiana Street from I-630 to Roosevelt Road. For years, this beautiful neighborhood has seen significant restoration and in-fill activity, and Tree Streets will do its part to help ensure that its streets have the sort of tree canopy that all neighborhood streets deserve.

We will meet this Saturday morning at Community Bakery (I-630 & Main St.) at 9:00 a.m., and we should be finished by 11:00 a.m. Our work this weekend will be in the 1700-1800 blocks of Louisiana Street. Once finished we will prune nearby young trees planted in earlier years. Please remember that if it is raining (or snowing) steadily at 8:00 a.m., the day's work will be cancelled. Tree Streets will provide all of the necessary tools. Children, grand-children, and pets are all welcome to join in the work.

New Fence on Broadmoor Dam

If you've driven by and looked across the dam, you have seen the
brand-new, shiny new fencing. It looks great!

Thanks to the hard work of board members Karen Walls and Liz MacKenzie, the 50-year-old fence has been replaced.

Karen and Liz also spearheaded the effort to have the concrete drainage pipe walls on the walking path on the north side of the lake repaired. It looks very nice and will prevent further erosion of that part of the walking trail.

The concrete contractor is going to provide s a bid to repair the swimming pool deck, too..

Solid Waste Update from Fair Park Residents Association

The City of Little Rock collects household garbage weekly in a City-provided cart. It is picked up by a garbage truck with a hydraulic arm. Since this is a fully automated system, it is necessary to place the cart with the handle facing away from the street, and no more than 5 feet from the curb, so that the arm will be able to reach it. Also insure that the cart has at least a 3 foot clearance on either side of it.

Please be sure your garbage cart is placed at your collection point by 7:00 a.m. on your collection day, and removed from the street the same day following pick up.

To request a City-provided garbage cart, repair or replacement to an existing cart, call 311.

To request an additional cart at a cost of $7.00 per month with a three month minimum usage period, call 311.

To report a missed garbage pick up, call 311. If you are unable to reach a 311 representative you can call their direct line at 371-4437.

Promise Neighborhoods Institute Will Tour Neighborhood This Thursday!

Two members of the Promise Neighborhoods Institute and a staff member from the Harlem Children's Zone will be in town this week to learn more about our "promise neighborhood" and ways they may be able to assist and support our efforts over the next year.

The more complete a picture of our neighborhood, schools, and challenges we can give them, the more effective their help and assistance will be so we invite anyone interested in sharing their knowledge of the neighborhood or in just learning a little more about the Harlem Children's Zone approach to come out and meet and talk to this team. We will be holding informal, drop-in receptions in both the morning and evening on Thursday, with the hopes that all interested would be able to attend one or the other.

City Adopts University District Land Use Plan

The Little Rock City Board of Directors recently adopted land use changes recommended by the University District Revitalization Plan.

The Planning Commission adopted the recommendations in July and forwarded them to the city board for consideration. The land use plan is a visionary document that sets the overall direction for real estate development in the area. The most significant amendment was to change the land use plan in the Colonel Glenn corridor from commercial to mixed use, encouraging developers to consider incorporating office, institutional, and residential uses along with commercial development. A map illustrating the changes is available.

UDDC House for Sale!

Several Broadmoor residents have devoted years of volunteer effort to the University District Partnership. One very tangible result is the rehabilitation and offering for sale of the University District Development Corporation's first house.

The University District Corporation offers its first single-family house for sale to qualified first-time homebuyers.

The house, located at 1516 South Harrison Street, has had a complete makeover with all new: roof, HVAC, wall insulation, ceiling, floors, energy-efficient windows and doors, wiring and plumbing, kitchen cabinets and appliances, bathroom fixtures, ceramic tile, parking pad, and landscaped yard.

The sales price is $105,000.

A qualified first-time homebuyer must meet income and credit requirements with income not exceeding 80 percent of area median family income and not owning a home for the past three years.

Eligible homebuyers may receive up to a $20,000 subsidy to assist with down payment and closing costs and/or sales price reduction of the home.

Operation Identification II

The Little Rock Police Department’s Neighborhood Watch Program is introducing “Operation Identification II” during October (Crime Prevention Month) and for the upcoming holiday season.

Citizens can check out an Ultra Violet Marking Pen from any Little Rock branch of the Central Arkansas Library Systems or Neighborhood Alert Center.

This system comes with two markers, (a fine and a medium point) and a keychain ultra violet light. The ink is not clearly visible in normal light, but is visible with the UV key chain-light and highly visible with the UV light the Burglary Detectives use.

Mark valuables with name, address and phone number NO SOCIAL SECURITY NUMBERS!

Suggestions for use: car stereos, purses, billfolds, GPS, satellite radios, I-pods, X-box, play station, firearms, cell phones, I-phones, cameras, computers, etc.

This system can also be purchased for $13.00. Money collected goes to purchase more at that reduced price.

Regulating Green Monsters

In case you've wondered when to put out and bring in your "green monster" trash can, here's what Little Rock Ordnances state:

Section 28-18 "…containers shall be stored between collections soas not to i mpede pedestrian or vehicular traffic along sidewalks, alleys, streets, and other right-of-ways."

Section 28-21 "…containers should not be placed out for collection prior to 4:00 p.m. the day preceding the normal collection day. The containers should be removed by midnight the day of completion of solid
waste collection."

Little Rock Solid Waste has a program in place for the elderly and handicapped to help deal with the each person's specific needs.

If you know of someone that needs help, all they have to do is call 311, state their problem and that will begin the process..

Bulky items and garbage that does not fit in the can should not be placed on the curb unless special arrangements are made for pickup by calling 311. If you see large piles of trash, furniture, etc. on the curb, be a good neighbor and call 311 for pickup. The cit will not pick up tires, chemicals, old paint, and certain other items. Now, the challenge is to get your kids to roll the can out and back in!

From Joe Busby, president of the Fair Park Residents Association. The FPRA covers a vast area east of UALR. They are active partners, along with Broadmoor, in all the great efforts going on in the University District:

I wanted to share and remind everyone of the good things that are developing in our neighborhood and area.

Police Sub-Station--Demolition has begun to remove the existing building to make way for the new Police Sub-Station at 12th St. and Pine St.

Coleman Creek Greenway--Partners met to move forward with the plans for the restoration of Coleman Creek. The plans include a bike trail/walking path alongside the creek which will extend from War Memorial Park to the Fourche Creek.

Promise Neighborhoods Planning Grant -- U.S. Education Department announced that the University District Educational Network has been awarded a $430,000 grant to build our own Promise Neighborhood, a pipeline of social, educational, and health supports that enable all children to learn, grow, and succeed from birth through college.

Central Arkansas Technology Park -- The city signed a memorandum of understanding that will create in partnership with UALR and UAMS a technology park. The consultant study identified three possible locations; all are in the FPRA neighborhood.

All of this was announced this week and it is only Wednesday! Now add it to the; University District, the 12th St. Corridor project, the commercial development at I-630 and Fair Park Blvd., all of St. Marks wonderful new construction, the makeover of War Memorial Park, the new Children’s Library on Jonesboro St. being built, the Target Super Store opening in Oct., the new dorms being built at UALR, the Black Community Developers Empowerment Zone beginning their construction and the first home being ready for sale by the University District Development Corp.

Great Arkansas Cleanup Opportunity in Broadmoor's Watershed

This Saturday is the date for the next Keep Little Rock Beautiful Commission Fourche Creek cleanup. Volunteers will meet at Benny Craig Park. Work will be limited to the shore so you don’t have to have a boat to participate.

Of course…it hasn’t rained in forever but the forecast is calling for a 40% chance for Saturday…what is it about planning a Fourche cleanup that makes Mother Nature want to participate? Either way, here are the basics:

University District one of 20 areas selected as a Promise Neighborhood

BIG news for Broadmoor and the University district!

U.S. Education Secretary Arne Duncan announced the winners of $10 million in Promise Neighborhoods federal planning grants for 2010.

Little Rock was selected as one of 21 grantees nationwide to receive a Promise Neighborhoods planning grant. The Promise Neighborhoods area includes Broadmoor, the University District and the census tracts between the University District and Martin Luther King drive, and I-630 and Asher/Roosevelt Ave. See detailed information on the grantees here.

This is a highly competitive program modeled after the Harlem Children's Zone program. The grants will help 21 communities plan to build their own Promise Neighborhood – a pipeline of social, educational, and health supports that enable all children to learn, grow, and succeed from birth through college.

The grant will focus on students who attend Bale, Franklin, and Stephens elementary schools; Forest Heights Middle School; and Hall High School.

UALR led the Little Rock initiative which also includes the LRSD, City of Little Rock, Arkansas Children's Hospital, New Futures, Little Rock Housing Authority and others. Julie Hall, Director of the University District Educational Network, led the effort for UALR

UAR/KLRE Offers Fun, Fellowship September 16

The Friends of KLRE/KUAR, the nonprofit organization that helps fund the stations of UALR Public Radio, invites listeners and fans of public radio to its annual meeting and reception at 5:30 p.m. Thursday, Sept. 16, at the Jack Stephens Center, 28th Street and University Avenue.

Highlighting the reception will be a performance by the Boondogs, a Little Rock indie-folk-rock hybrid.

An old post, still relevant today:

Two Broadmoor residents recently contacted the board about problems with neighbors. One resident was a long-time Broadmoor homeowner. The other leases a house in the neighborhood and has not been with us very long.

Both were having problems with the residents of neighborhing houses. The problems were typical: overoccupancy with associated noise and parking problems (several automobiles parked in the yard and blocking other people's parking areas), and scary barking dogs. Directly approaching the residents did not solve the problems.

In each case, good property management would have prevented the problems. It is bad business to rent a house without following up and checking on the house occasionally. Overoccupancy damages the property and costs the owner money. Requiring residents to control their pets so they do not bark all day and night and annoy neighbors is the owners responsibility as well.

In Broadmoor, we consider the owner of the home to be our neighbor as much as the people leasing the property. We expect the owner to be as concerned about the maintenance, appearance, and safety of their Broadmoor house as they are about the house they live in on North Jackson, Bella Rosa, or River Estates Cove.

We have convened a small working group to discuss what we can do to work with landlords to improve their property management--and their profits. We have addressed the Little Rock Landlords Association and discussed our expectations with them.

UDDC to complete work on first house

The University District Development Corporation (UDDC) will complete its first single family substantial rehab project in August. The house, located at 1516 S. Harrison St., has been completely renovated with all new HVAC and mechanical systems, kitchen and bathroom fixtures and cabinets, roof, doors, and windows as well as is fully insulated. Funded by the City of Little Rock HOME Program and Arvest Bank, the house will be placed on the market in late August for sale to a qualified first-time homebuyer.

UDDC will conduct a first-time homebuyer education workshop at 11:30 a.m. Friday, Aug. 13, at the Bailey Center on the UALR campus. The initial workshop will be presented by representatives of Bank of the Ozarks and will emphasize participation by UALR employees.

Also, earlier this summer the UDDC completed its participation in the Special Needs Assistance Program (SNAP) funded through member banks by the Federal Home Loan Bank Board. The FHLB member banks filing applications on behalf of the UDDC included Centennial Bank and Bank of the Ozarks. The program provides up to $5,000 per house for minor repairs needed by homeowners who meet income and special needs conditions. The UDDC received $53,000 to replace roofs on 10 houses and install new HVAC systems for two houses.

Study Circles to Support Youth Learning Beyond School Day

The University District Educational Network, a UALR initiative that supports efforts to improve educational opportunities and outcomes for children growing up in neighborhoods surrounding the UALR campus, has received a technical assistance grant from the Arkansas Out of School Network (AOSN) Community Innovations Project. This project grant will help promote dialogue among community members on how to create the kind of community where all young people have a chance to learn - in and beyond the school day.

The first public meeting to bring interested community members together to learn more about the Study Circles project will be held at 6 p.m. Thursday, Aug. 5, at the Willie Hinton Neighborhood Resource Center at 12th and Pine Streets. First time homebuyer classes to start at UALR

The University District Development Corporation (UDDC) will host a First-Time Home Buyers Information Session from 11 a.m. to 12:30 p.m. on Saturday, Aug. 28, at the UALR Bailey Alumni and Friends Center. Parking will be available across the street from the Bailey Center in UALR Lot 13.

The UDDC First-Time Homebuyer Program offers home price reduction, down payment assistance, and closing costs assistance for persons interested in purchasing new or renovated homes within the University District. A first-time homebuyer is an individual (spouse included) who has had no ownership in a principal residence during the three-year period ending on the date of the purchase of a UDDC property. The UDDC property located at 1516 S. Harrison is a substantial rehabilitation and is near completion. The UDDC has plans to complete five additional homes over the next year.

The information session will cover topics related to income requirements, conventional and FHA mortgage financing, prequalification, credit scores, housing costs ratio, debt to income ratio, loan to value ratio and more.

Individuals must meet income guidelines, which are adjusted for household size. To qualify for the UDDC program, buyers must (1) be a first-time homebuyer, (2) have an income at or below 80 percent of the area median income, and (3) purchase a home constructed or renovated by the UDDC within the University District.

Park Improvements

You may be noticing some changes to our city’s parks. Thanks to a refinancing of existing parks bonds, these improvements amounting to $6.75 million have come with no increase in taxes and no increase to our yearly payment on these bonds and can only be spent on capital improvements to our parks. Highlighted below are the details of these projects and their estimated completion dates. These are important quality of life improvements. On behalf of the Board of Directors, I hope you’ll watch these developments with interest and enjoy our improved parks as these projects are completed.

In Riverfront Park, a new plaza was opened in May to highlight our city’s namesake, La Petite Roche Project, near the Junction Bridge. The plaza includes a series of plaques that detail the history of our city and provide information and identification of the “Little Rock” and explorer Bernard de la Harpe.

We will be adding playgrounds at Otter Creek Park and at the Southwest Community Center with an estimated completion of October 29. The Animal Village near S. University Ave. will be adding a new dog park, which will be a welcomed addition to our existing dog park in Murray Park.

The City’s sports facilities are undergoing numerous improvements, including a major renovation of the Rebsamen Tennis Center near 12th Street. The Center will have resurfaced courts, including the rehabilitation of the Center Court to be named for Robert Walker, a great tennis patron of the city. Many other repairs to the courts and buildings are estimated to be completed by the middle of August. To meet our need for more soccer fields, we are developing the Natural Steps Park and Playing Fields on Highway 300 about five minutes north of Highway 10. This project will add several new soccer fields, which we estimate will be open in February, 2011.

At War Memorial Park, we have renovated two golf holes and increased open space for recreational and leisure activities. We will be adding two new tennis courts next to the Jim Dailey Fitness and Aquatics Center, which we estimate will be completed in September. Enhanced archway entrances to the park at Markham and Fair Park and also on 12th Street are estimated to be completed in September. A spray-and-play area, estimated to be completed in May of next year, will be constructed and should provide hours of entertainment for children similar to the spray-and-play area in Riverfront Park. Other War Memorial Park improvements include the closure of Club Road, the construction of a roundabout at Fair Park and Zoo Drive, the construction of a cancer survivor park and a walking trail along Coleman Creek.

The Little Rock Zoo will receive $1.65 million in improvements for many projects, including the Over-the-Jumps Carousel and the Laura P. Nichols Penguin Pointe exhibit in addition to renovations to the lion, lemur and giraffe exhibits.

MacArthur Park, the original “City Park,” will receive an improved front lawn plaza and more lighting. This project is estimated to be completed in October.

The City purchased 127 acres of land for future development near S. University Ave. that was the former Western Hills Golf Course and also purchased additional property to expand the West Central Ball Complex on Barrow Road and Colonel Glenn Road.

Several of our neighborhood parks will also be receiving facelifts. The following 16 parks will be receiving improved amenities such as new playground additions at Hanger Hill Park, a new basketball court at Southside Park, new bleachers at Meriweather Park, new restrooms at Crump Park and new picnic tables at Pankey Park. Improvements are also planned for Richland Park, Ninth Street Park, Oak Forest Park, Wakefield Park, Prospect Terrace Park, Conner Park, Birchwood Park, Union Park, Butler Park, Thom Park and Pinedale Cove Park.

We hope you will enjoy the progress we are making our parks. These improvements will improve not only our parks but our neighborhoods and our quality of life. As summer turns to fall, we hope you and your family will find more time to experience the wonderful amenities our parks provide.

The Center for Problem-Oriented Policing is a non-profit organization comprising affiliated police practitioners, researchers, and universities dedicated to the advancement of problem-oriented policing.

Volunteers Needed for UALR Children International' s Back to School Jamboree

The Back To School Jamboree helps kindergarten through high school students and parents enrolled in UALR Children International receive school supplies, health screenings and collect benefits.

30 Volunteers are needed each day to help us with this fun activity!

Volunteers will help with greeting and directing families, assisting with door prizes, helping children write letters, distributing books and school supplies, etc.

Target Opening Approaches - Now Hiring

We are just months away from having a brand-new Target store 1.5 miles from Broadmoor. The new store is on the site of the former University Mall, right across from St. Vincent. The new development is called Park Avenue.

Sears, Park Plaza Mall, and Midtowne Mall are all less than two miles from our wonderful neighborhood. In October, we will be able to zip into Target, too!

Updating School Bus Stop Information

Broadmoor volunteer Keith Gillen places our sign on a different well maintained landscape in our neighborhood each week. With 552 houses, that's a lot of looking.

Recently, the neighborhood association has awarded this honor to 7 Barbara Drive, 42 Lakeshore Drive, 67 Broadmoor Drive, 1 AND 3 Belmont, and 18 Woodcliff Circle.

These residents' high standards are reflected by the work they do to keep Broadmoor looking great. Thank you!

Keep Little Rock Beautiful Commission Litter Assessment

The Keep Little Rock Beautiful Commission will conduct its annual survey of litter problems on Saturday, August 7, 2010, from 8 until noon. If you would like to volunteer to help, please contact the Commission through its web site.

Volunteers drive around designated routes in Little Rock and rate the amount of litter. Afterward, they try to get the most littered street adoped in the Adopt-a-Street Program or organize a cleanup of the some areas.

Next Police Quarterly Meeting July 22

The Northwest Patrol Division Quarterly Meeting is Thursday, July 22nd, 6:30pm at the Northwest Substation, 10,001 Kanis Road.

This meeting is for Districts 60, 61, 62, 63, 64, 70, 71, and 72. Or in general, those that reside west of University Avenue and north of Colonel Glenn Rd. Broadmoor is in District 61.

Quarterly Neighborhood meetings provide a forum for concerned citizens to hear crime statistics and crime trends in their respective patrol division areas, discuss progress of arrests and investigations, share success stories and accomplishments, and to commend officers for outstanding performance. They provide an opportunity for Citizens to express concerns.

Several Broadmoor residents attended the last quarterly meeting and spoke with police about some concerns. These conversations led neighborhood residents to take action to assist the police in removing several problems from the area.

Call 311 for Fireworks Complaints, not 911

From the Arkansas Democrat-Gazette. Little Rock will expand 311 operator hours to include 6 p.m. to 2 a.m. on July 3 and July 4 and from 11 a.m. through 7 p.m. on July 5 to take fireworks complaints.

Fireworks are banned in Little Rock.

Outside the hours that 311 will be open, please call the police non-emergency number, 371-4829.

The police ask that we not call 911 for fireworks, because hundreds of people calling the emergency number tie it up in case of more vital emergencies.

Two Meetings this Week

We have a lot of clubhouse and park issues to sort through, so we'll have an informal meeting Monday night at 6 p.m. at the clubhouse. All are welcome.
